The second war has been done and over with for decades. When Harry Potter finally vanquished the Dark Lord (within these very walls, no less), the wizarding world was convinced that that was the end of it. The majority of the Death Eaters either went back into hiding or were captured by the Ministry and the Order and locked up in Azkaban. The name Voldemort was no longer spoken in fear, but in triumph. And the wizarding community began to rebuild.
Better relationships developed between wizards and magical creatures, including centaurs, merpeople, and goblins. Every single anti-Muggle act was branded unethical and swiftly put out of practice. People are slowly regaining their trust for the Ministry. Hogwarts has rebuilt itself as well, with new walls, classrooms, and a burst in attendance that has never before been seen by the staff there. Everything seems to be going better than could've possibly been anticipated.
Optimists perceive this period as the long-awaited rainbow after the perilous storm. Some pessimists, however, see it as the calm before the storm. "I am become Death, the destroyer of worlds." J. Robert Oppenheimer, on the creation of the atomic bomb
